Tchiamba-Nzassi Residents Urge Road, Water, Power Fix

Pointe-Noire District Raises Daily-Life Priorities

In Tchiamba-Nzassi, a district about 30 kilometers from Pointe-Noire on the corridor leading to the end of National Road No. 4 near the border with Cabinda, residents have appealed to the relevant authorities over basic services that shape daily life.

They cited the advanced deterioration of the main road, persistent difficulties accessing water, and the absence of electricity. Locals say addressing these issues would improve living conditions for households spread across villages and neighborhoods in the district.

Citizen Meeting Marks Prefect’s First Local Exchange

The concerns were presented on January 7 during Prefect Pierre Cébert Ibocko-Onangha’s first citizen meeting with the population since his appointment as prefect of the Pointe-Noire department, according to the Agence Congolaise d’Information (ACI).

The meeting allowed the prefect to listen directly to community priorities and to better understand local constraints. It took place alongside the ceremony formalizing the installation of the district’s sub-prefect, ACI reported.

Road Conditions, Water and Electricity Cited as Urgent

Speaking for residents of what he described as “20 villages” and two neighborhoods, community elder Mavoungou-Ngoma Marcel told the prefect that the road’s degraded state is visible upon arrival in the district, and he linked it to broader development challenges.

“Mr. Prefect, when you arrived in our district, you saw the deterioration of the road. To this day, we have no electricity, no water,” he said, in remarks reported by ACI. He also suggested holding a second meeting to continue the exchange.

Schools and Health Services Added to the Request List

Beyond utilities and road access, residents highlighted public facilities they consider essential to the district’s stability. They asked authorities to expand and fence the Jean-Baptiste Tati Loutard school complex, which they said becomes waterlogged during rains.

They also requested staff accommodation for the head of the Integrated Health Center, and an ambulance to support medical evacuations. For families, such measures are viewed as practical steps that can reduce vulnerability in emergencies.

Authorities Promise Follow-Up Before End of January

After listening to the concerns, Prefect Ibocko-Onangha promised a further meeting before the end of January, framing it as an opportunity for what he called a constructive reunion with broader local leadership involved in service delivery.

“We will schedule another meeting for a constructive get-together. We will meet again before the end of January with the president of the departmental and municipal council, mayor of Pointe-Noire. What can be settled locally, we will do it. What cannot be settled locally, we will report to those entitled,” he said, according to ACI.

A Border-Linked District With Essential State Services

ACI estimated the district’s population at about 7,730 residents. The district also hosts several decentralized state services, including public hygiene, forestry economy services, and plant health services, among others, reflecting its administrative and economic role.

Local activity is described as being shaped by cross-border trade between Cabinda, the urban community of Tchiamba-Nzassi and Pointe-Noire. ACI noted a strong presence of non-national traders active in food retail, hardware, bakery goods and clothing.

In Tchiamba-Nzassi, the road’s condition is not only a transport issue; it is closely tied to the pace of commerce, the movement of goods, and the ability of public services to reach communities across dispersed settlements.

Residents’ appeal, delivered in a formal setting with departmental authorities present, illustrates a common local expectation: that state representatives can help connect community priorities to the right decision-making level, while pursuing practical solutions that can be handled nearby (ACI).
